The film centers around Sanders (played by Armie Hammer), a man who decides to take matters into his own hands in the 21st century. He hunts down criminals and corrupt officials whom he believes the government has failed to address or is unwilling to do so. As his self-proclaimed actions gain popularity, the public begins to idolize him as a hero of the underdog.

Sanders’s fame catches the eye of Henry (played by Costas Mandylor), the head of Interpol, who sees Sanders as an extremely dangerous threat to society and is determined to hunt him down.
